RGB Member Gets City Post

Praising his “long and distinguished career in the finance and real estate industries,” Mayor Rudy Giuliani on June 25 named Rent Guidelines Board public member Earl Andrews to head the city Department of Business Services. The department provides assistance and support to attract businesses to the city and keep them here.

The announcement came the morning after Andrews, who Giuliani appointed to the RGB in April, had voted for the highest rent increases imposed on rent-stabilized tenants since 1989. (One wonders how New York will be able to attract and retain businesses if their workers can’t afford to live here, but the city’s biggest landlords will make a lot of money.)

Andrews has headed the New York City Tax Commission since 1994 and has worked in the investment-banking business for 25 years. A longtime Republican activist, he was a delegate to the party’s 1980 convention and a candidate for Manhattan Borough President in 1989.
